United Healthcare Medical Insurance
Effective the first day of the month following your date of hire, you are eligible to be covered by the City of Racine’s health insurance plan. The City of Racine has one medical insurance plan. It is a Preferred Provider Option (PPO) Plan which is administered by United Healthcare. The links below will provide an explanation of this plan. CVS Caremark is our Pharmacy Benefit Manager.
If you opt out of the health insurance, you will be paid $50 per month.

United Healthcare Pet Insurance - FIGO
It’s easier to get pet insurance plans now that UnitedHealthcare has teamed up with Figo Pet Insurance. Choose from customized care plans – designed to help take good care of your dog or cat if unexpected injuries and illnesses occur – including the deductible and reimbursement levels that best meet your needs, as well as optional add-ons like dental coverage. All City of Racine employees are eligible to enroll in pet insurance, and you can enroll at any time throughout the year. CVS Caremark
Through CVS’s phone app or website, you can access information such as the formulary (updated quarterly), time-saving tools such as finding a pharmacy and managing delivery by mail, money spent on prescriptions and where there might be savings opportunities, and refilling prescriptions. MetLife Dental Insurance
Effective the first day of the month following your date of hire, you are eligible to be covered by the City of Racine’s dental insurance plan. The City of Racine has two plans which are administered by MetLife. They are a Basic Dental Plan and an Advanced Dental Plan. The links below will provide an explanation of both plans.
If you are enrolled in one of the health insurance plans, the City of Racine will pay for a Basic employee only plan for you. You can upgrade coverage to include your family members or to move to the Advanced plan. If you do not wish to enroll in a health insurance plan, you can still enroll in a dental plan, but the City of Racine will not make any contributions for you.

MetLife Short-Term Disability Insurance
Effective the first day of the month following your date of hire, you are eligible to be covered by the City of Racine’s short-term disability insurance plan through MetLife and will be automatically enrolled in this insurance if you are a full-time, non-union employee that works at least 30 hours per week. Please see the information below for more details on the short-term disability insurance policy.

Effective the first day of the month following your date of hire, you are eligible to participate in the City of Racine’s Vision plan. There is one plan and it is administered by Superior Vision. The link below will provide an explanation of the plan.

Health Savings Account (H.S.A)
A Health Savings Account (H.S.A) is a tax beneficial savings account that can be used in conjunction with a qualified High – Deductible Health Plan. The funds put into an H.S.A. may be used on future, eligible health care expenses without any taxation. To learn more information about a Health Savings Account please visit the links below.

Flexible Spending Account
The City of Racine offers a flexible spending account which is administered by United Healthcare. A flexible spending account (FSA) is a special account that lets you set aside money, before it is taxed, to help pay for eligible health care and/or dependent care expenses.
Note: You cannot have a Medical H.S.A and a Medical F.S.A.
Pension
Effective your first date of hire, you will be enrolled into the Wisconsin Retirement System. The Contribution rate for 2024 is 13.80% of your salary. The City of Racine will contribute 6.90% and you will have a mandatory contribution of 6.90%.

Life Insurance
Effective the first day of the month following 30 days after your date of hire, you are eligible for life insurance with the City of Racine. One unit of life insurance is equal to your annual salary. The City of Racine pays the cost of one unit of life insurance for you. You can add additional units up to a total of 5 including the one the City of Racine pays for. You can also add up to two units of spouse and dependent life insurance. One unit is worth $10,000 for a spouse and $5,000 for a dependent and two units would be worth $20,000 for a spouse and $10,000 for a dependent.
Deferred Compensation
The City of Racine offers a Deferred Compensation Plan otherwise known as a 457(B) plan. It’s a voluntary retirement account that you can put money into. There are three vendors to choose from:
Racine Employee Health & Wellness Center
The Employee Health and Wellness Center run by Ascension Wisconsin is available to you and your dependent(s) if enrolled in the medical insurance. The Employee Health and Wellness Center provides accessible health and wellness resources that improve the well-being of our employees and their dependent(s). It provides comprehensive services including clinic visits, health coaching, and preventative exams and health screenings. Each non-preventative office visit costs $25.00. Wellness Program
Another benefit to having the health insurance is that you qualify for the City of Racine’s Wellness Program. Employees and retirees receive $200 and spouses and retiree spouses receive $100 for completing the wellness incentive program. For more information about the program, click the link below.
Employee Assistance Program
The City of Racine offers an Employee Assistance Program (EAP). The EAP program provides free problem assessment, short term counseling referral and follow-up for you and your family. All contacts with the EAP are strictly confidential.
All employees (regardless if enrolled in City’s health insurance) are eligible to use the EAP starting in 2022.

Student Loan Repayment Program
The City of Racine cares about you and your career development within our organization, which is why we have partnered with Bakertilly Vantagen to administer a Student Loan Repayment Program. The Student Loan Repayment Program, administered by Bakertilly Vantagen, helps assist you with the financial burden of the education that you have received. Non City of Racine residents can receive up to $1,200 per year towards student loan repayments, and City of Racine residents can receive up to $2,400 per year towards student loan repayments. Racine Financial Empowerment Center
The Racine Financial Empowerment Center (FEC) provides free one-on-one professional financial counseling for all non-union City of Racine employees. Some services provided are helping individuals review expenses and budgeting, preparing for home ownership, car loans, and education, helping with increasing your credit score, and tackling debts and collections. Edvest 529
Edvest 529, Wisconsin’s official college savings plan, is available to all City of Racine employees as an employee benefit. If you’re familiar with 401(k) or 403(b) retirement plans, Edvest 529 is similar, but it’s used to save for higher education. With no minimum contribution requirement when contributing by payroll direct deposit ($25 if using another contribution method), low fees, and a state tax deduction for Wisconsin taxpayers, Edvest 529 makes saving affordable. Parents, grandparents, or anyone can save for a loved one’s future education or even their own ongoing training. Funds can be used to pay for expenses such as tuition, certain room & board, books, and computers at universities, colleges, technical colleges, professional schools, and graduate programs. Make the most of your savings by contributing to your account regularly. Any earnings have the opportunity to grow tax-deferred and withdrawn state and federal tax-free when used for qualified education expenses. Aflac
The City of Racine partners with Aflac, who provides voluntary supplemental insurance to employees. Aflac helps with expenses health insurance does not cover, providing options such as Short-Term Disability and Accident insurance. Employees are responsible for the costs of any insurance(s) purchased through Aflac. To view Aflac’s website and to learn more information about what is offered, please see the links listed below.
When enrolling in benefits, you will be doing so through the end of the calendar year. You will only be allowed to make changes to your enrollment choices prior to December 31st if you have a “Qualifying Event”. In the fall, Human Resources will conduct an Open Enrollment for the next benefit year.
